Frigidaire dishwasher ffbd2406nb0a not spraying the dishes

Dishwasher will fill up with water only about half an inch deep in the bottom. Then it Just makes a humming noise without spraying any water. It will pump all water out though. 
 

I checked the float sensor for continuity and seems to be ok. The water doesn’t even fill up enough to even touch the float though. 
 

i bench tested the water inlet valve with 110ac and it appears to open and shut as expected (using my mouth as air pressure) 

what Should I check next? Why wouldnt the water fill up much?

Because that is all the water that is needed in this Frigidaire dishwasher style.

Low water usage, only sprays one arm at a time not both, (with such little water if both arms were spraying it wouldn't be enough water).

You need to address the real problem, the main wash motor isn't running, (possibly something jammed in the impeller or a bad locked up wash pump motor).

The impeller is not stuck, was able to very easily spin it by hand. Took motor out and bench tested it, runs fine. It also pumps out the water from the bottom, so I think the motor and pump are fine. 
 

any other thoughts?

Did you check the main wash pump motor or the drain motor?

The drain motor is the little one that is only used to drain the water out, very easy to access.

The main wash pump motor you would have to pull the spray arm support tower from the sump to access the main wash motor impeller and to remove it and test it on the bench would be much more work then the drain pump motor.
