The washer won’t fill water at the start but when set to rinse it fills water.

Could it be the timer?

Any idea.

More likely a clogged or bad water inlet valve.

What temperature water are you trying to use upon initial start up?  Rinse always fills with cold water so this could possibly mean the cold water valve could be working correctly and not the hot side.  But if you are trying to fill with cold water upon initial start up and it isn't work you have something else going on.
