LG GAS RANGE LGRL5823S WON'T LIGHT UP

I installed all orifices to change from NG to propane. I installed 2 - 20 gallon propane tanks outside with pigtails ( no regulator) connected with valves to oven regulator. When I attempt to turn on stove there's spark but no gas at all. If I manually push in the spring at the regulator I'll get a surge of gas, flame and then it goes out. I also double checked the valve on the regulator to insure it was open.

Question: Do I have too much pressure coming into the regulator or not enough? Do I  need a regulator at the tanks?
