Kitchenaid KDTM404EBS3 Dishwasher with F9E4 error

Several weeks back we noticed that dishes on the bottom rack of our dishwasher weren't getting clean. After looking online I did some visual testing and found that the lower wash arm on my dishwasher wasn't rotating.

1) I removed the arm and looked at it, all the gearing looked good and if I turned it by hand, it rotated as expected.
2) I then made a sharpie mark on the gear coming from the washarm motor (W10843811) and ran the dishwasher again. Even without the wash arm, the shaft was not turning.
3) I then ran a diagnostic cycle with afterwards flashed F9E4 

Putting this all together I ordered a new motor W10843811 which arrived yesterday. Today I put the motor in. When doing I noted that everything was dry, no corrosion, connectors all looked good etc.

Put it all back together and lo and behold. Same exact issue. Shaft doesn't turn (and therefore arm doesn't).  Now, when starting the diagnostic it flashes F9E4 immediately upon start and then F-E- after running.  I did check all wiring connections to the motor and they are inserted well and snapped in to place.

Just to be sure I removed the gray cover that goes on top of the shaft and rotated it by hand and it turns easily and without any binding.

I'm unclear what the next step is. The manual appears to say this is either the control board or a fuse.

Here's what's really confusing. From looking at everything it appears to me that the motor controls both the diverter (diffuser?) disk and the lower wash arm. If it isn't turning how is it that the top rack is getting water and cleaning things up top well?

Argh. Any advice would be appreciated.

That diverter motor has two motors in it instead of just one for the dishwashers with only the diverter disk.

The white plastic shaft turns the diverter disk, the metal thin shaft coming up thru the plastic white shaft powers the lower wash arm.

Thanks for solving that part of the mystery.  That said, since I just put a completely brand-new unit in, any idea what else (fuse, control board, etc) might cause one to be working (both on new and old motor) but the other (the one that turns the lower was arm) not to be turning?

I have this issue too.  Though I find fault to be a bad diverter motor. 

  Haven't installed new motor.  Praying I don't have same issue as you.

Take the spray arm off like you did and check for food stuck in the holes of the spray arm . If water cannot pass through it won't rotate .

I know the original post is a few years old, but did you finally find a solution for the problem @grasshoppah ?

I'm asking because I'm having the exact same problem and I've done exactly what you have done. However, just like your case, dishes in the lower rack are not getting clean, and getting code F9E4 even after replacing the motor assembly.

I've found if the lower spray arm isn't installed correctly there error will occur.  The only way to prove it is installed and working properly is to run the service test and the spray arm will only rotate at the interval when the heater is turned on
