Thermador Oven Fan Wont Turn Off Model PODC302J/01

Hi, first time posting...I have a Thermador (model PODC302J/01) double-oven that acted up. The top oven only got slightly warm, maybe 200' when set to 400'. Bottom oven is working fine. Once turned off, the fan continues to run indefinitely.
I turned off the breaker for an hour and once I turned the breaker on, the fan immediately came back on and continued to run., even though oven is cold. I changed out the top oven's thermostat (I had a spare) and the same issue. Top oven only gets 'warm' and the fan continues to run. Bottom oven is operating fine. Any ideas? Thank you

Does the cooling fan come on and not turn off when you use the bottom oven? By this I mean, will it perform normally or does it act like it does when you use the top oven?
