Maytag Neptune No Spin

I've have an approximately 6-7 year old Maytag Neptune with a no spin complaint.

Examined the machine control board and the R-11 was burnt to a crisp, so I replaced both the board and the wax motor.

I tested the empty machine with the top slightly raised and visually watched the waxmotor engage the switch. The machine went entirely through its cycles and spun at high speed.

I also looked at the motor control board and noticed that the red and yellow phase wires showed evidence of burns at their female connectors but the board itself had no evidence of burning.

Now the problem, when the machine is loaded, it will go through all of its cycles but will not spin. The clothes are still sopping at the end of the cycle.

I also removed and watched water pump from the drain hose into the stand pipe. It was strong and roughly the diameter of the pipe, so I don't think there is a pump problem.?

Any ideas why it won't spin with clothes in it?
