I have this GE top load washing machine, model gtw680bsj1ws with a vibration, causing oob out of balance error even after replacing suspension rods. When I first diagnosed the machine it was very unlevel with a heavy uneven load of towels in it. Cx complaint was banging and shaking would not finish the cycle. After leveling the machine and redistributing the load, it visibly improved the amount of vibration that was occurring but did not solve the error.  I went on to replace suspension rods. It still has a very slight vibration at high speed and will not get up to full RPMs before throwing an error even with nothing in it. The amount it is vibrating seems very slight at this point however it is still visible when it attempts to enter high spin. Can anyone help me out with what could be the issue here? I have inspected the tub as well as possible and do not see any damage aside from one of the foam dampener pads inside the cabinet having been knocked off from the shaking, which I replaced.

Pull service bulletins there is one that pertains to excess vibration. 
 

These GEs have several published bulletins.
