GE GSS25TGGMBWW Freezer not cooling properly no ice

Older GE side by side, replaced the defrost heater, temp sensor and thermostat a year ago, problem came back

replaced it again and it started cooling, however the top of the freezer isn't getting cold, and it's not making Ice, had

to turn that off.  Ordered another Defrost kit, should be here in a day, the fan was making some noise but not now. What would cause

the top of the freezer to not cool when the middle and bottom is working, evap fan?

Lack of air flow from iced up evap or evap fan not running.

thanks picked up fan, new defrost heater will check to see if that fixes it...
