GE Dehumidifier doesn't collect water

Hi, I've a GE Dehumidifier model:  adel50lww1 which doesn't collect water. I tested the unit capacitor and fan capacitor and the uF readings  are correct. I replaced the unit capacitor also. New capacitor didn't fix it. When I remove the water bucket (no hose used) the dehumidifier doesn't turn off as expected. Presence of bucket seems undetected. Dehumidifier runs and sounds healthy like it should work. Display seems to read humidity fine. Fan runs strong. I see no damage or concerns with the control boards. I cleaned and blew out any dust. Clean filter.  Tested in 68F room. 

What could be the issue? I've also order a new water bucket float switch. Not sure what detects the presence of a bucket to activate the replace bucket alert of removed.
