RF4287HARS Samsung refrigerator condenser fan

I have a question about my Samsung model RF4287HARS refrigerator.  The condenser fan does not run.  The freezer is maintaining 0 degrees and the refrigerator is maintaining 40 degrees.  The refrigerator is in my insulated but unheated garage and temperatures in the garage (even in 0 degree weather) maintains 40 degrees or higher.  The condenser fan motor was replaced but that did not fix the problem.  My question is this:  Does the ambient room temperature affect weather or not the fan runs, does the room need to be above a certain temperature before the fan runs?

In your owners manual it will explain the unit is not design for temps below 50 degrees.
