General question. HE top load washers

I have come across this repeatedly. HE top load washers not filling with enough water. I have read that water level is determined by setting and weight inside tub. Have tried wetting down clothes for mire weight, new inlet valve, new water level switch, still NOT ENOUGH water unless manually added. It means detergent is left on clothes, or clothes not getting clean. This seems to be a chronic design failure for HE top load machines. I have read that there may be an adjustment that can be done to the water level switch. There must be a way to adjust water level in a HE top load washer. I don't know it. Am asking if anyone knows.

It is a result of water consumption regulations. Governments pass laws regulating how much water a new washing machine may consume, and manufacturers make appliances to meet those regulations. Front load load washers work fine with less water due to the tumbling action, but the top load washer design was never intended to function with such little water. Some of the old school top load washers had an adjustment screw on the water level switch, but since the passage of water consumption regulations and HE machines that was removed. I see this being more of a problem on certain models than others, but I don't have any insight as to why those models are more problematic.

You use a very small amount of liquid detergent. You can put it in before the clothes.
