This dryer has an average temperature of 110º when set on high timed cycle. Is this a normal temperature?

I've never worked on this style of GE dryer but the temp seems on the low side - usually most all dryers cycle around 150 degrees for the hi-temp.

Have you check temp and see if it ever cycles lower or does it just get to about 110 and stay there with lowering or rising anymore?

You very well could be running on just one coil in your heating element - it has dual coils and one of them could be burnt out so giving only half heat and not able to get past 110 degrees.

Also depends on how you are measuring temperature

I do not use infrared sensor, I place a thermocouple in the lint filter housing and wait 10 minutes before recording readings. On this dryer the temperature steadily ranged from 107º to 113º for an average of 110º. From this observation I assumed the thermostat is working properly but not knowing what temperature this particular dyer is designed to work at raised the question.

The second coil is an interesting theory. Wouldn't a single coil with a working thermostat allow it to get to temperature although more slowly?

GE dryers

Note: The below table represents outlet thermostat set points and not the air temperature in the drum. Medium and High Heat have the same outlet thermostat temperature set points; however, their technical applications are different.

Cycle Temperature
Low Heat (Delicate/Gentle) 125°F
Medium Heat (Permanent Press) 135°F
High Heat (Normal/Cottons) 135°F
