Jenn-Air JGD8430ADS Cooktop Burner Base Incredibly Stuck

Everything I've seen suggest that these burners pop right off after removing the 2 screws.  This particular burner wasn't even used very often.  Is there something unusual about how Jenn-Air burners are attached?  This isn't the only one that I cannot remove.  I can turn one of the burners with some force which means that It's not stuck to the glass top, but stuck/attached to something else.  The cooktop is 12 years old.

Wondering is Part #14 called a BRACKET, ORIFICE is possibly what is holding the burner down?   Schematic isn't clear and the Service Manual is not loaded on the site.   --   Thanks

I finally got the smaller and rarely used burner off.  However, the burner that we used 99% of the time is still hopelessly stuck.  Since it's 12 years old, I'll just replace the cooktop.  -- Thanks
