Mushy ice cream in freezer

Dear Samurai,

 

My freezer isn't cold enough and won't make enough ice.  The fridge used to freeze things on the top shelf, but now is just fine.  My house was built in 2002, so the appliances are about 4 years old (I'm brilliant, I know!)  Can you help me diagnose this problem?  Thanks, Marianne
