Samsung DV5471AEW/XAA 02 Buzzing loudly and won't start

Our 2011 Samsung dryer has decided to make a loud buzzing sound when I hit start. It does not spin. It worked fine last night and this afternoon, when I went to use it again, this happened. I have an old spare control board, so I swapped that out. It had no effect. I popped the top and the belt is still attached and has good tension. It moves with the drum. 

 

What is my next step? Am I safe to assume that the motor itself has gone out? Is it possible that the blower broke and is jammed?
