Kenmore 790.9445 electric range broiler element not heating, oven only gets to 200

My Kenmore electric oven only gets to about 200 degrees on “bake” and when I set it to broil the broil element doesn’t heat up at all.  Replaced the broil element and the thermostat and didn’t help.  When it’s on “broil” there doesn’t seem to be current getting to the broil element.  Stovetop elements and everything else seems to work fine.  Any ideas?  Thanks!

Should be a tech sheet on the back of the range.  Remove the back panel to measure the voltage at the bake and broil elements when being used for heat - should be 240 vac.

Vance,  thanks, I did measure the voltage when on broil and there was none. But the stovetop is clearly working fine so I know voltage is coming into the range.  That’s why I’m stumped.

The broil element can cycle on and off to hell the oven preheat. 
 

if the control board is defective (or the broil element itself) the broil element will never turn on, and therefor the oven will never preheat properly. 
 

could also be a a defective RTD inside the oven.

Peter,

 thanks for the advice.  I already replaced the temperature sensor and the broil element itself.  The broil element never comes on and doesn’t seem to be getting power.  So does that just leave the control board?  Or could there be a bad fuse/relay?    I read somewhere that usually when the control board goes bad it goes haywire in multiple ways.  That’s not the case here - seems fine in other respects.

In this case the relays are on the control board. Usually there is not a fuse for the elements

Great, thanks Vance.  It was indeed the control board after all.  I had read somewhere that usually when somethings wrong with the control board all kinds of things go haywire with it so I was hesitant to think that was the problem because that wasn’t the case here.  But indeed one of the solder connections on the back of the control board had burned through. I was able to just put one little drop of solder on that spot and the oven is working great now.
