Thermador 48" range XLO burners not working properly

2 Issues.

My range top has 2 XLO burners with simmer control on the left side. 

1.  The back one will turn on/off regardless whether the know is turned to high or XLO.

2.  The front burner does not turn on - no gas flow.  The issue can be the solenoid (Thermador Gas SOLENOID 1/4" Orifice Part # 20-02-500) because when I removed the solenoid, the gas was flowing when I turned on the knob.  

Questions:

Is the problem the solenoid?

How can I test whether the solenoid is good?
