Whirlpool Oven Slow to Respond

I have an electric WP oven.  It has a new temp probe that has been verified to give the correct reading at various temps.  I have a new bake heating element verified to 22ohms.  My problem is that when I set the oven temp to 400 deg, the display beeps and says it hit that temp at 7 minutes after I push start.  The actual temp gauge I placed on the oven rack (in the middle of the oven) says it hit 400 deg at 15 minutes. It seems that when I put food in the oven, it takes longer than normal.  Almost like it is slow to respond to temp changes due to opening the door or putting food in.  I don't feel that rush of heat when I open the door at 7 minutes but I do at 15 minutes.  So, there is correlation between the temp gauge on the rack and heat feel.  In short, the oven doesn't appear to function as well as it did 10 years ago when purchased from a response standpoint.  Over temp fuse on the back of the oven has tested good.  Control board has been inspected and shows no signs of bad caps, resisters or anything else visually. The only "ya but" is that this summer, we had a power surge and I am sure one of the legs of the 220v got to over 160v.  Again, display works and oven appears to work correctly except it seems to think it gets hotter than it is initially and slow to respond after that.  I am looking for ideas.  Do I need to replace the control board or get rid of the oven :).  Thanks a bunch!

It sounds like your oven is working perfectly fine. In reality it's most likely that the thermometer you have in there is what's slow to react to temperature changes, and it takes a good while for an oven's temperature to equalize.

Is your food not cooking right? Is it getting burnt on the top and isn't cooked on the bottom, or vice versa? If everything is cooking and baking properly, chances are your oven is working perfectly fine. 

When you check the resistance of a bake element you're only testing one very small part of the system. Your bake element could be perfectly fine, but if it's not being energized with 240V it's not going to heat up. If you're convinced that the oven isn't working I'd recommend doing some current and voltage testing.

I would check the oven temp sensor., The oven should get up to temp. in about 10 - 15 minutes.What is the model number? Did you check the broil element?
