Replaced inverter board, no change.  Since the temperatures are being displayed accurately, I'm assuming that the thermistors are functioning properly.  Is that correct?  What should I check next?

Just to close out the thread, Vance was right on.  Replaced the freezer evap fan motor and all is well.  I'm a little embarrassed that I replaced the inverter board as a first attempt at a fix.  if the freezer is at 0 deg, the inverter board is clearly working, sloppy reasoning on my part.
