Common problem...yet still stumped.

Have a GE model GNS23GMHBFES that is super cold in freezer, warm in fridge.  Fridge is 7 yrs od.  Read a ton of posts.  Cleaned all dust, defrosted, made sure no ice build up.  Have removed major panels.  Flapper for fridge is open.  Evap fan does not turn.  I removed back panel inside freezer......All looks new.  So i removed evap fan.  Turns freely.  I wired it up on my bench to a 9 v battery as per wiring diagram i found on internet.  Runs good.  I turned freezer on , taped door switch closed, and checked power through plug to evap fan and got 6.5 v through one pos lead, 12 v through another positive lead.  I have a new motor coming tomorrow...but....why does fan work on my bench but not when plugged in to freezer even though it appears power is coming through plug ???

I don't think you are getting good power to the motor. Have a look at the door switch, jumper around it temporarily to confirm your suspicions, using a wiring diagram if possible.
