Maytag fridge water issue mfx2571xem1

I've had a repairman out 4 times and here is what he has done

Made sure the water storage in the back wasn't frozen. It was also not full.

The ice machine used no longer making ice since it's not getting water

When you push the water the screen reflects that you pushed it but nothing comes out

I've changed the filter twice. No water is getting to it.

They've replaced two valves, neither fixed

They've replaced a motherboard didn't fix it

The parts list for this only show one water valve. The service manual does show a primary water valve on the back of the refrigerator.  You will need to help verify the path of the incoming water. Does the incoming water go to a primary valve at the back of the refrigerator or does it go straight to the filter?
