I am truly a novice when it comes to AC repair (or most other repairs for that matter), so with that in mind here is my problem.  The part of my central AC that is in the house is in the attic.  Recently while in the attic I noticed there was water in the overflow pan, since my home was new at the time (less than a year) I called the builder and they sent out a repair guy, who said the drain tube was probably clogged.  To make a long story short it wasn't clogged and still isn't clogged, but water keeps collecting in the overflow pan.

 

The only way I have been able to fix the problem is to leave the cap off of the  top of the drain tube (PVC pipe).  This is the part  where I pour my bleach solution into keep the line clear.  If the cap is off the water never collects in the overflow pan.  If I put the cap on the water starts collecting in the overflow pan that same day.  Is it OK just to leave the cap off?  Any suggestions?

Yes it is ok to leave the cap off, this will not cause a problem. since the drains are not trapped the air pressure forces the water to back up in the pan sometimes and by having the cap on the primary drain it will have more resistance than the overflow.
