Frigidaire Top Load Washer Spin Cycle Issues

When my washer starts the spin cycle, the agitator spins really fast wrapping the clothes around it and piling them up on one side and getting the basket off balance.  The agitator spins really fast and pauses and then spins again then pauses then spins again. It binds up the clothes as it slowly starts to turn the drum but everything then is all off balance and shakes and the trigger resets the rinse cycle. Is this normal?

It sounds like what ever shifting device locks the basket and agitator together is not functioning or has failed. Post a model number so we can get more specific.
