Inlet valves are working properly inside door and behind the refrigerator new water filter, dispenser pcb replaced and no water comes out.

By this do you mean that there is a 120 vac at the dispenser water valve and the pilot valve at the back of the refrigerator when call for water at the dispenser?

Look for bad wiring in the door. I've seen a few of these LG units with stress damage at the top door hinge because the wires aren't long enough. I've mostly seen it affect the ice maker but there's nothing saying that a different wire isn't damaged. Check for continuity from the connector to the paddle switch.
