Jenn air Flat igniter won't glow, voltage only 17V coming in to the igniter wires.

I have a Jenn air Model JGS9900BDB gas oven.  Bake igniter will not glow. Replaced the bake oven igniter 2X but did not fix it. Checked voltage and when bake is turned on to 375 degrees the output from wires connected to the igniter reads only 17 to 20V and 2V if I cancel bake on the control panel. Broil igniter on top glows and gas turns on to heats up oven.  I replaced the control board and got the same result.  Should it be 120V delivered to the igniter.  Could a bad temperature sensor cause no voltage or low voltage to the igniter. Since bake oven will not turn on control panel show a constant 100 degress and never flucuates.  I put a lighter to it and it did shoot up to 247 degrees but hold it steady and will not drop back to 100 degrees until I cancel bake and start over. Any ideas of what can cause incorrect voltage to the bake igniter since I replace the igniter and control board already? Appreciated any help.  Jim

Bad Wiring, bad safety valve

Make sure to check the wiring to the ignitor.

Quite often lazy techs will just keep adding splices onto the existing wires and after a few replacements you can have 4 or more wire nuts with questionable connections in the circuit.

This. I always cut all that out and start over. The fewer connections, the better.
