Thermador freezer cools, but does not freeze

Thermador freezer T24IF70NSP/02, cools but does not freeze.  Replaced starter relay and capacitor, compressor runs.  Evaporator fan runs.  Condenser fan does not run.  I assume the condenser fan is my problem.  Any help appreciated.

condenser fan part # 00652338 - it is a 12VDC fan motor, so you should meter the voltage to determine if the fan is bad, or if it is not being activated by the

control module part #  00667838...

It would be a good idea to measure the exact temperature in the freezer... the condenser fan being still will make a machine struggle to achieve temperature, but if the freezer is significantly above 0 - it may need more help than just the new fan motor
