I have a VCSB423DSS on my service schedule  and i am looking for specific information about the how to get to the evaporator for service and what tolerances the evaporator fan should meet.

chck for voltage to the motor, Viking has never gave us tolerances for resistance on the motors.  Also the iring diagram shows which wires on the board are for the evap fan motor.  The motor on a dispenser model unit is challenging to get to but not impossible.  It can be found under the ice bucket.  My question is if the you want to check the compressor also you will need to give me some other info. does this unit have an inverter board ( this would be behind the control board box) there is a bue and white wire going to the inverter, is there 120v at these wires?  you either have to force start the compressor (Max Freeze and Display off for 5 sec, the condenser fan motor should start and the compressor will follow)  let me know that and we can give you more info.
