The fridge in the subject line has been looked at by a (terrible) technician.

At first, freezer was cold, fridge was not - replaced the evap fan and it was back to working order. Then the power went out and likely surged. Fridge went dead - no compressor, no fans, no defroster nothing but lights and ice maker work after the power outage. The board-switch (looks like this http://www.appliancepartspros.com/frigidaire-board-switch-terminal-241739710-ap5645865.html) has no lights on, doesn't respond to resets, and beeps about once every 4 seconds without stopping. I suspect that the board-switch (it's the climate control module inside the fridge) is bad.

Per manufacturer's recommendations, I unplugged, let sit with doors open, then replugged, then closed doors. This worked the first few times but the issue recurred. Now the fridge won't work at all. The tech said to replace the evap fan again, so I did. No change. I have the board-switch part linked above in the mail, but I'm concerned about spending money replacing a bunch of parts if the fridge is beyond reasonably priced help. I know both door switches work (lights turn on and off).

Any tips for further investigation? I'm an avid DIYer with moderate experience, but I don't have much experience with refrigerators.

Did you check lights with the door closed? Put your phone on video and put it inside, shut door wait a couple of seconds and check video. Door may not be activating switch enough. Seen this a few times on Frigidaire. Adjusted door and lights worked properly.

Good idea! Lights are off with door closed - I also tested by holding down the switch with my finger. The primary issue is I have absolutely no compressor or fan activity, no lights on the temperature gauge.

without knowing what the "actual" issue was and seeing and being there the first time to do diagnose your issue can complicate the repair 1st hand. Especially when someone else has already had their hands in the situation.  Sometimes the FF dampers go bad in those Frigidaire refrigerators also. First check your in coming voltage at the wall receptacle and make sure you have the the proper voltage and polarity. if that's correct, You need to locate the wiring diagram for the fridge. It should be located some where under the kick plate. In the kick plate itself or in a pouch taped to the bottom of the fridge after the kick plate is removed. With your meter check the flow of voltage that your wiring diagram indicates. If the voltage indicated on your wiring diagram goes directly to your control (241739710)  and your getting the voltage their but no voltage coming out and no lights on that control, then you most likely have a bad control now at this point from your power surge in the home that you mentioned. This is a common issue with power surges.  Just trace the flow of the voltage indicated for your fridge through the wiring diagram. You can go to (repairclinic.com) and order a new control and if it does not actually fix the power issue you are having , then you can return it to them for a full refund.  They have a great return policy. You have to restore power first before you can do anything at this point.  With that said  , you still may also have the original issue you had in the beginning if the repair person in your initial repair call had not diagnosed it correctly.     """ He may  have fixed it correctly """"  and the power surge was just bad luck on your end and a new control will fix your current problem, but you need to re establish power back to the unit first to know if the fridge is ok at this point. when its power is restored you can run a diagnostics test and check for any error codes that may point to potential problems with the fridge.  These checks can be verified from the tech sheet  you find  on the fridge.  Good luck
