Freezer is properly cooling, refrigerator compartment is over 50 degrees. A repair person looked at the damper and said it isn't opening, ordered the part and put it in. Still doesn't open. 

I took the damper out and put everything back together. Fan is blowing strong. Refrigerator went to 20 degrees.   Is the problem the main circuit board? GE Tech person replaced it 5 years ago.  I'm handy, is it pretty easy to get to, remove and replace?

If the damper didn't resolve issue its most likely the main control

As your facing the refrig the main board is on the left side in the back, small cover just above the machine compartment. Have to pull the refrig out to gain access to the back. Board is a pretty easy swap out.

+1 for board

Also possible thermistor out of spec.

Hi, thermistor was replaced 5 years ago, is it possible it is "out of spec"?

Alway possible, with GE you have to ohm out and compare resistance to a chart for a given temp.
