RF27T55001SR/AA Samsung Hub Not working after replacing board and compressor

We have a Samsung hub and have dumped a lot of $$ into it.  We have had 2 service guys come.  One said to change the compressor…..we did that and still nothing.  The other said, change the board….we did that and still nothing.   Here is the problem we have.  We hear it try to kick on, but the it makes a humming noise and kicks on for about a second and then clicks and doesn’t do anything.  The diagnostic light blinks 3 times with a code of 83C on the hub panel.  We feel like there is a short on it somewhere, but we can’t find it.  Any ideas?  New board, new compressor and nothing.

Error 83 -Compressor Abnormal current Detection Error Defect is displayed if abnormal current to the compressor is detected.

Ohm out the compressor pin 1 to 2, 2 to 3, 3 to 1, they should all be equal. Then ohm all 3 pins to ground. Then check all the  wires in the harness from the inverter to the compressor. 

Too many zeros in the model should be RF27t5501SR/AA. The board you changed which board was it?
