Interesting that the motor has 2 centrifugal switches.

So I guess it's possible that, one of them closes and the board "thinks" everything is fine. But the second centrifugal switch for L2 is stuck open, and not providing power to the heating element?

Yes, very possible. All switches are subject to failure.
