Middle element on 3-element burner onot heating on GE Profile PS950SF2SS

Model Number: PS950SF2SS
Brand: GE
Age: More than 10 years

My trouble-free GE range now has a problem. The center element of the 12-inch 3-element burner is not heating.

A repair shop came out and replaced the burner. The middle element is still not heating.

They say the problem is the control panel. PROBLEM: the control panel is no longer available, not even pre-owned on Ebay.

Questions:

1 - is there a source for this item [part # WB27X21437] that I haven't thought of?

2 - is there a possible setting change or relay replacement that could address this issue? [note, it took the techs a couple tries to wire the burner into the board correctly]
