Washer doesn't start cycle: GFWS1700H0WW

We recently came home from vacation to a broken washing machine. I'm not afraid to roll up my sleeves and dig into things to figure them out, but I'm no professional. You could say that I know enough to get myself in trouble ;).

The problem: after loading clothes and pushing the start button, the door locks and the display shows the timer, but no water and the cycle stops. The timer continues to count down. After several minutes the display reads "Pause".

I've tried most of the basic troubleshooting steps that I'm aware of:

  • Water pressure from hoses: good and strong
  • Filters on inlet valves: clean and clear
  • Pump filter: clean and clear
  • Checked continuity on inlet valves: I get a reading between 950-1050 on each of the three of them
  • Checked pressure switch hose for holes: good
  • Replaced pressure switch thinking it was telling machine to stop water flow. I get the same continuity across the terminals on both the old and the new switch, regardless of air pressure from blowing or sucking on hose.
  • I've taken a voltage reading at the cold water inlet valve when starting cycle. Starts at zero, spikes to between 4-9 volts for an instant, then back to zero
  • Voltage reading at the terminals on the circuit board gives me the same voltage readings as at the inlet valves

I'm no closer to solving my problem, so I'm hoping someone here will be able to help. I don't want to continue blindly buying parts and hoping it works, I feel like I've done that once already... It seems like the voltage readings (or lack of them) are a red flag, but I'm not sure how to continue troubleshooting in that direction. Thanks, in advance, for any help, it is greatly appreciated!
