Hi Hiroshi,   Have you ever dealt with an e-21 error on this model Bosch  WAP24200UC  before.     The e21 error seems to be pointing towards the motor functions. Not a lot to go by as far as remedies to this e21 error other than checking a couple of things from what I am gathering on the internet and in the download files with appliantology.  I downloaded the service repair manual you uploaded into the site but testing the motor is not something they talk about other than a motor test cycle.  I was trying to find a motor resistance chart for the motor terminals on this model through the service manual that was submitted but there is nothing on the motor in the manual on the correct motor readings.  I'm thinking it could be the motor brushes from what I am gathering from the information I have access to but that is not sounding like a common fix with this error E21 but again I have not run into a lot of bosch washers with the e21 error before.   any thoughts on what it might commonly be if you have had experience with this error before Hiroshi ??
